It allows web developers to create web applications that generate dynamic content faster and more efficiently than other webservers (Apache/IIS).
Serenity removes many of the performance bottlenecks that afflict other webservers, things like excessive File I/O and interpreted script processing.
There are no masses of scripts with Serenity. Instead, each web application is loaded from a .NET class library file at server startup. These are termed "SerenityModules".
This means not only can the web application maintain state (without hackish methods like sessionids), but every "page" is already compiled by the time it is requested, so the response generation time is limited purely by the amount of processing that must be done by the page itself.
